China RoHS

On February 28th, 2006, the Administration Measure for the Control of Pollution for Electronic Information Products was published. In order to reduce the pollution to the environment.,the measure regulates the disassembly and treatment after the electronic information products are disposed, this measure is also called “China RoHS”. The measure came into force on March 1st, 2007.
 
Based on the Type Classification of Electronic Information Products, eleven categories of electronic information products are applicable, including electronic communication equipments, broadcast television equipments, computers, home electronic products etc. Microwave oven and induction cooker belong to the home electronic and appliance in the 10th category of electronic application products.
 
Currently, 43 related voluntary standards have been published, which include GB/Z 20288-2006, GB/Z 21274 to GB/Z 21277, GB/T 23690, GB/T 26125, GB/T 26572, SJ/T 11364-2006, SN/T 2000 to SN/T 2005SN/T 2591 to SN/T 2593, and SN/T 3019. These standards involve in testing methods, disassembly, labeling and material declaration. Enterprises can test the products according to GB/T 26125-2011 (testing methods), make the judgment compared to the concentration limits specified in GB/T 26572-2011, and make the self-declaration according to SJ/T 11364-2006.
 
According to the rule, microwave oven and induction cooker should bear the pollution control mark for electronic information products. For products which concentration of hazardous substance is lower than the specified limit, “green label” is affixed. For products which concentration of hazardous substance is higher than the limit, “orange label” is affixed. In this case, the name, concentration of the hazardous substance and the parts that they exist should be provided in the product instructions. The regulated hazardous substances and the limits are similar to EU RoHS.
   
Recently, the Administration Measure for the Control of Pollution for Electronic Information Products is being revised, which name is changed to the Administration Measure for the Control of Pollution for Electronic and Electrical Products. The regulated scope is going to expand from the electronic information products to all the electronic and electrical products, which the rated voltage is below 1500 V D.C. or 1000 V A.C. The consultant draft of this revised measure has just been circulated and is going to notify to WTO members.
